After the dust settles from the defeat of Professor Marmalade and the Bad Guys’ prison release, the once-feared crew tries to reinvent themselves and rejoin ordinary society. The new reality is rough: the four members known as Wolf, Shark, Piranha, and Tarantula struggle to land jobs, while Snake is often away from home. In the midst of the turmoil, Wolf grows closer to Diane, the governor, and the possibility of a real relationship flickers—only to be blocked by the practical barriers of their pasts and her public role.
Inspired by Diane’s belief that they deserve a second chance, Wolf steps into a leadership role, helping Chief Luggins—now Commissioner—hunt down a fresh threat: the Phantom Bandit, a mysterious criminal who seems impossible to trace. The hunt leads to a troubling clue that points to Snake, only to collapse when they discover he’s with his new girlfriend, Susan. In a bid to prove they’re not a danger to the city, the Bad Guys attempt to expose the Phantom Bandit at a lucha libre wrestling event, but a twist of fate leaves them framed by a pig for the Bandit’s misdeeds. They escape, and Wolf phones Diane to reinforce their innocence; she agrees to help them clear their names.
The situation grows more perilous when a trio of female villains—Kitty Kat, Pigtail Petrova, and Doom—kidnaps the Bad Guys. Kitty Kat is revealed to be the Phantom Bandit, Pigtail the pig who framed them, and Doom uses the alias Susan and has been using Snake as part of a larger trap. Kitty convinces the group to join her plan: steal the experimental MOON-X rocket by leveraging a hidden video that shows Diane’s former criminal identity, the Crimson Paw, as blackmail. Reluctantly, the Bad Guys consent to the scheme, hoping to protect Diane and themselves from a future threat.
Meanwhile, Diane visits Marmalade in prison. He reveals Kitty Kat’s ultimate goal: use the International Space Station to steal all the world’s gold by exploiting MacGuffinite, a mysterious metal with magnetic properties. The plan then shifts into motion: the gang begins by stealing the MOON-X owner Mr. Moon’s smartwatch at his wedding, a coup that brings them closer to the rocket’s launch and to Kitty Kat’s demands. Kitty delivers the coveted footage to Wolf on a flash drive, promising clemency in exchange for cooperation. But trust issues flare as Kitty betrays them and uploads the footage to the internet, exposing Diane’s hidden past to the world.
The video goes live, and Diane’s identity is revealed on a global scale. Confronted by Kitty, Diane tries to intervene, but Kitty’s plan continues, and a dramatic moment finds Diane tranquilized mid-conflict. Somehow, she manages to slip aboard the rocket while partially unconscious, and Luggins—who has begun to understand and trust the Bad Guys—orders a risky mid-launch rescue by helicopter, enabling the group to board.
With the rocket now on its way, Doom and Pigtail hesitate to attack, but Kitty presses on. She overpowers the system, magnetizing more gold and even a limo carrying a newly acquitted Marmalade. As Wolf closes in, Kitty breaks the magnet’s remote, yet Wolf improvises by stealing the MOON-X smartwatch and steering the rocket toward the magnet, shattering the device and dumping the gold back to safety. A furious Kitty lunges to finish Wolf, but Diane surges forward, defeating Kitty and restoring a sense of balance.
The reunion between Wolf and Diane is joyous, but the space mission has not ended in victory. The space station careens toward Earth as the Bad Guys regroup, and a tense crash-landing follows. Kitty Kat is arrested, while Doom and Pigtail receive community service for their roles. In a final twist, Luggins fakes the deaths of the Bad Guys and Diane to keep them out of trouble, but to reward their risky loyalty, he arranges for them to be recruited as secret agents. Marmalade, meanwhile, transforms his limousine into a spaceship and heads off toward his home planet, leaving the immediate future open for the reformed team to operate from a new, shadowy corner of space and crime prevention.
