In North Korea, Eom Chul-Woo, Jung Woo-sung, is tapped by chief director Ri Tae-han, Kim Kap-soo, of the Reconnaissance General Bureau to carry out a high-stakes assassination: target Park Byeong-jin and the minister of state security, with the aim of stalling a looming coup. Eom executes the minister in a seemingly accidental car crash, setting off a tense chain of events that ripple across the peninsula. Back in South Korea, Kwak Chul-woo, a senior presidential secretary, congratulates Kim Kyeong-yeong, Lee Kyung-young, on winning the presidential election, while Li, an ethnic Korean embedded in China’s state-security apparatus, informs him that the North’s coup plans are a real threat.

With farewell tears and a heavy heart, Eom heads toward the Kaesong Industrial Region, where Park Byeong-jin is due to arrive with the supreme leader for a North Korean–Chinese event. In a bold strike, North Korean infiltrators masquerading as ROK Army soldiers hijack a US Army MLRS vehicle and launch two missiles at Kaesong, catching everyone off guard. Eom desperately tries to warn Ri about Park’s absence as the missiles slam into their target, and the ensuing chaos reveals the brutal price of political maneuvering: KPA soldiers massacre the survivors, and Eom, aided by two schoolgirls, manages to shield the gravely injured supreme leader in a toy company van, fleeing across the border with the Chinese delegation.

Meanwhile, Kwak orchestrates a meeting with CIA station chief Joanne Martin, Kristen Dalton, who reassures him that the United States bears no responsibility for the incident. In Ilsan, an obstetrician is called to tend to the wounded leader, but a bullet lodged near the brain stubbornly resists extraction. Eom’s position is exposed when he informs Ri of his location, prompting Ri to rush reinforcements in a bid to kill the supreme leader. Ri’s true nature as the coup mastermind becomes undeniable, and Eom acts decisively to neutralize him, evacuating the leader to a plastic-surgery clinic run by Kwak’s ex-wife, Su-Hyeong. Kwak races to his ex-wife’s clinic, only to find himself captured alongside the South Koreans as the dramatic standoff unfolds.

The situation spirals further when South Korean special forces apprehend Eom, and the supreme leader is brought to a military hospital for treatment. As martial law grips the peninsula, North Korea declares war, reshaping the political landscape in a matter of hours. The next morning, Eom and Kwak shadow the director of South Korea’s National Intelligence Service during a tense meeting with North Korean generals at Nodongdangsa, an encounter quickly escalated by snipers and a high-speed car chase. Unexpectedly, Park Byeong-jin leads a North Korean delegation, and Eom shoots him as previously ordered, a decisive moment in the chain of events.

Ri’s plan to unleash nuclear missiles on the South surfaces, but he is thwarted by the lack of codes. Eom and Kwak disrupt another assassination attempt on the supreme leader, and the global tension escalates as the US Air Force launches missiles toward North Korea, which fires back toward Japan. An electromagnetic pulse from a Japanese interception cripples the American missiles, buying time for countermeasures. To defuse the crisis, Eom persuades Kwak to leak false news that the supreme leader is dead, a calculated move that prompts North Korea to halt its aggressive actions.

From there, Eom and Kwak return to the North through a secret tunnel to confront Ri in his underground bunker. The ROK Air Force coordinates a strike based on Eom’s signal, the bunker is destroyed, and the coup plot is fatally crippled. With the threat neutralized, a new era begins: a peace process and reunification talks are pursued, signaling a fragile but hopeful path forward. In the aftermath, South Korean officials repatriate the supreme leader, and a political compromise allows North Korea to retain part of its arsenal while opening doors to diplomacy, a delicate balance that marks a new chapter for both nations.
