The federal government targets gangster activities tied to financial crimes, including tax evasion. Reporter Bill Bradford is deputized as a treasury agent by the Internal Revenue Bureau and is assigned to gather enough evidence to charge Alexander Carston with tax evasion. He begins an undercover investigation that drives the plot.

Bradford learns Carston's ledgers are kept in a code known only to his secretary Julie Gardner, who is also Carston's lover. This coded evidence becomes the key to building a tax-evasion case and a personal danger for Bill and Julie.

Julie witnesses the murder of Waxey Armitage, a man who double-crossed her boss. This shocking event heightens the stakes and signals that Carston's reach extends to those around him.

Bill pleads with Julie to quit her job to escape Carston's control. Julie fears that if she tries to quit, Carston will take her to his secret torture hideout, the 'castle,' increasing the danger to her and Bill.

Julie suggests eloping with Bill to flee Carston's operation. Bill refuses, choosing to stay and continue the investigation to bring Carston to justice.

District Attorney Roger Quinn pressures the murdered man's partner into testifying. Carston learns of the plan, the witness is murdered, and Carston is acquitted at that stage.

Bill reveals his secret undercover mission to Julie and assures her his motives are not personal gain. Julie remains unsure but decides to help anyway.

She smuggles Carston’s ledgers to Bill to unlock the coded system. To keep her safe from Carston, she is arrested as a material witness and decodes the books, preparing evidence for testimony.

Before she can testify, Julie is kidnapped by Carston's henchmen. This move shows Carston's willingness to silence witnesses, and Bill and the authorities must act to save her.

Bill tricks Carston into taking him to the location where Julie is held. The police trail them and a shootout erupts, culminating in Julie and Bill being rescued.

Julie testifies, her testimony coupled with a courtroom shootout helps convict Carston for tax evasion and murder. The decisive confrontation brings the case to a close.

Carston is sent to Alcatraz for 30 years, and afterward Bill calls off work and proposes to Julie, ending the story with a kiss between the couple.
