A charity event for landmine eradication is held in an event hall at Roppongi Hills. Kaoru Inoue works security alongside SP officers Soichiro Ogata, Eri Sasamoto, Takahumi Yamamoto, and Mitsuo Ishida. He begins to sense a threatening presence and experiences a severe headache as memories of his parents’ murder return.

A man in a suit with an umbrella, despite clear skies, moves toward the stage. Kaoru warns Eri Sasamoto, and together they restrain him while confiscating the umbrella. The man slips away, slipping into the crowd and fleeing.

Kaoru pursues the suspect to the city center and arrests him near a subway platform. The chase becomes a media sensation as cameras capture the moment. Chief Yoshiharu Nakao later reveals a pipe bomb was hidden in the umbrella.

Prime Minister Yuzou Asada and other officials praise Kaoru for acting decisively, but caution him not to violate proper protocols in the future. The incident triggers a review of security procedures and raises questions about how threats are handled during high-profile events.

That evening, a campaign fund-raising event is held in support of Secretary General Kunio Date. After the event, Takikawa, Anzai, Kaziyama, and Soichiro Ogata convene in a hotel suite to discuss their plan. The group begins coordinating actions aimed at realizing their political goals.

In the hotel suite, Takikawa argues that the soft-landing approach won’t build the country, while Anzai pushes for a crisis to force a shift in public values. Kunio Date pledges support and orders Ogata to carry out the plan.

Ichiro Tanaka begins probing the relationships among Kunio Date, Kaziyama, and the suicide of government official Yuji Nishijima. The inquiry hints at deeper political links behind the looming crisis.

Soichiro Ogata calls Kaoru to meet in a park—the same place where Kaoru’s parents were killed years earlier. Ogata begins to reveal a shocking truth, which Kaoru struggles to understand. The conversation sets the stage for a personal confrontation with the plot.

The following day, Ogata assigns Kaoru’s Security Police unit (the #4 Security Section) to guard Kunio Date. This expands protection duties and signals a shift from routine guarding to a higher-stakes operation.

That night, the terrorist plot begins attacking Kaoru Inoue and his security team as they carry out the Date guard assignment. The attack tests their resolve and thrusts the plot into urgent action.
