Felonia Funk is an evil witch who hates music and wants to rule the galaxy. She commands Quark and Quasar, her bumbling henchmen, to retrieve a secret code that can unlock the Mental Flosser, a device powerful enough to silence all music across the universe forever. Her goal is galactic domination through eradicating music entirely.

During Sky Rocker's concert at the Cosmic Coliseum, Quark and Quasar were carrying a secret code meant to activate the Mental Flosser. In the chaos and crowd movement, the code accidentally got mixed up with Judy Jetson's song lyrics that she had prepared for Sky Rocker. When Sky performed the song, he unknowingly turned it into a hit that contained the secret code hidden within the music.

The henchmen are described as bumbling, which foreshadows their clumsy handling of the dangerous code.

The Mental Flosser is a powerful device that Felonia Funk uses to banish music from the universe. The secret code stolen by Quark and Quasar was needed to unlock its full power. After Judy disappears, the Zoomies capture both Judy and Sky Rocker, but instead of harming them, they pledge to help save music in the galaxy. Sky Rocker's real identity is Billy Booster, a famous intergalactic rock star who performs under the stage name Sky Rocker. After defeating Felonia and saving music across the galaxy, he resumes his tour under his Billy Booster persona, with Judy Jetson becoming his opening act.

After Felonia kidnaps both Judy and Sky and activates the Mental Flosser, Judy convinces Sky to perform her song with her. Their duet of Rockin' Round the Galaxy creates a musical force powerful enough to destroy the Mental Flosser and defeat Felonia. Judy takes initiative in the final showdown, using her original song to save the galaxy and her idol.
