In 2028, the multinational conglomerate OmniCorp thrives at the pinnacle of military technology, focusing on the development of advanced robot soldiers designed to assist the US Military in overseas operations. Their innovations, although impressive, spark public resistance regarding the deployment of these machines for local law enforcement.

Despite its success in military applications, OmniCorp is restricted from marketing their robotic creations for civilian law enforcement due to the Dreyfus Act, which limits the use of autonomous machines in policing. This legislative barrier poses a significant challenge to CEO Raymond Sellars, who seeks innovative solutions to sway public opinion.

To initiate a new law enforcement product that combines human and machine elements, Sellars collaborates with scientist Dr. Dennett Norton and his marketing team. They begin searching for a police officer who is severely injured, believing this individual could serve as an ideal prototype for their initiative.

Detective Alex Murphy, alongside his partner Jack Lewis, attempts to apprehend notorious crime boss Antoine Vallon. Their operation falters due to leaks from corrupt officers, culminating in a horrific car bombing that nearly kills Alex and significantly alters his life.

After the car bomb incident, Dr. Norton selects Alex for the RoboCop initiative, with the consent of his wife, Clara. Following extensive surgery, Alex finds himself transformed into RoboCop, left with only a few vital organs and a cybernetic body, grappling with the loss of his former self.

As RoboCop, Alex faces challenges maintaining his human instincts while enforcing the law. Military tactician Rick Mattox expresses doubts about Alex's ability to operate effectively, stating that a complete machine would perform better in law enforcement, emphasizing the struggle between man and machine.

To enhance RoboCop's performance, Dr. Norton manipulates Alex's brain to create an illusion of free will. However, this programming masks his true motivations, causing internal conflict as Alex grapples with his emotions while facing the demands of his role.
