During the Edo period, the isolated village of Okitsu is terrorized when a sinister cult leader, Koushirou, uses dark ninjutsu to control sharks and target local pearl divers. Seeking assistance, the village chief enlists Kotaro Shiozaki, a temple guard, who quickly encounters obstacles, including the skilled ninja Kikuma and a colossal shark seemingly beyond natural explanation.
