Uday and Mohan come from lower-middle-class families with a strong dream of joining the police. They have no connections or recommendations, and must rely on their abilities to make it to the academy. Luck smiles on them when Raj Dutt Sharma arrives as their training officer, paving a path into the police service.

Sharma recognizes their potential and selects them for training at the academy. The duo's no-nonsense, upright approach earns them a growing reputation among their peers and superiors. Their partnership under Sharma marks the beginning of their rise in the police force.

Kaveri, Uday's girlfriend, witnesses Inspector Shankar urinating in a river, igniting a tense confrontation. Shankar tries to slap her, but Uday intervenes and beats him, setting off a cycle of vendetta. Sharma later warns Uday that Shankar is an egoistic, corrupt cop who abuses power.

Sharma explains that Shankar is acting on Minister Deshmukh's orders, and that a goon named Babu Kasai killed a rival. Lakshmi, Sharma's wife, testified to the murder, making her a crucial witness. Shankar, who was on Deshmukh's payroll, barged into Sharma's household and killed Sharma's daughter in front of Lakshmi. After shocking Lakshmi, Shankar was promoted while Sharma was demoted and made to select officers for training.

Armed with the truth about Shankar's corruption, Uday resolves that he will not rest until Shankar's menace is ended once and for all. He commits to taking down Shankar and cleansing the system from within.
