After the near-fatal car accident engineered by the corrupt politician Marty Cavanaugh, Johnny Cave, James Cagney takes over leadership of the Department of Weights and Measures and immediately sets a hard line against graft. He learns from Joe Green, the chief deputy, that there are higher powers in the city’s racketeering web than Cavanaugh, and that corruption remains a constant hazard for anyone who tries to clean up the system. As the new head, he reinforces to his team the vital role of their department and the unwavering need to root out deceit, even when the odds seem stacked against them.

Johnny goes into the field with his somewhat naive partner, Patrick James Aloysius “Pat” Haley, Patrick James Aloysius ‘Pat’ Haley, James Burke, to investigate merchants accused of using faulty measures and cheating the public. They file a string of concrete cases: a market fined for adding lead weights to stewing chickens, and a gas station caught routinely shortchanging its customers. In every encounter, the merchants try to slip Johnny a bribe to look the other way, but he stands firm, refusing to compromise his standards. As Johnny digs deeper, he uncovers a larger conspiracy centered on Abel Canning, a powerful local figure who has been swindling an orphanage by charging full price for half-shipment food. The discovery confirms that Canning is in league with both the mayor and Cavanaugh, and Johnny resolves to bring the truth to light. He leaks the orphanage story to the newspapers, a move that enrages Janet and strains their engagement, testing Johnny’s resolve against personal cost.

The stakes rise when Cavanaugh hires Joe Burton, an ex-wrestler turned thug, to steal the critical evidence from Johnny. Burton chooses a different path and instead tries to blackmail Johnny for $5,000. At a lavish cocktail party, Canning hands Burton a $5,000 check in exchange for access to his apartment where the damning papers are hidden behind wallpaper. Johnny spots Burton leaving a room and fights him, believing he has found the evidence, but instead retrieves a check written by Canning. Realizing that Canning is rushing to retrieve the real documents, Johnny moves to stop the pair.
