During a motocross practice, Keisuke Jin is ambushed by two Myth cyborgs engineered by the secret organization G.O.D. (Government of Darkness). Transforming into Kamen Rider X, he unwittingly provides battle data to King Dark, G.O.D.’s commander, who seeks to create a super‑cyborg. As G.O.D. attacks Tokyo, the original four Kamen Riders return from abroad, and together the five unite to launch a counter‑offensive against the dark regime.
