The film adapts the Holy Emperor arc, focusing on the clash between Kenshiro and Souther. It adds Reina, a Raoh officer who loves him, and her brother Soga, Raoh’s advisor, creating a new subplot about Raoh’s romance as he conquers the land. Meanwhile Kenshiro, with Shū’s help, defends villagers from Souther’s army, and a brief side story follows Bart’s return home.
