In 1997, Captain Roberto Nascimento leads an operation in the Turano neighborhood to prepare for Pope John Paul II's visit. He is determined to ensure the safety of the event while dealing with personal pressures as his wife, Rosane, nears the end of her pregnancy.

André Matias and Neto Gouveia, two rookie PMERJ officers, are caught in a cycle of mundane and corrupt duties. Instead of active policing, they find themselves burdened with menial tasks assigned by their superiors, stifling their ambitions and potential.

During off-hours, André attends law school where he meets Maria and her activist friends involved with an NGO. They are passionately fighting against the drug issues in their community, unknowingly connected to the very drug lord supplying André's social circle.

Disheartened by their system's corruption, Neto and André, inspired by fellow officer Fábio, decide to steal bribe money to repair police patrol cars. Their intention to do good ultimately leads to their punishment when their superior, Captain Oliveira, discovers their crime.

Fábio is sent to negotiate with drug traffickers at a community funk party but recognizes the trap laid out for him. He alerts Neto and André, who observe from a distance, unaware of the chaos that will soon unfold.

An accidental gunshot fired by Neto triggers a violent confrontation between the police and drug traffickers. Just in time, Captain Nascimento and his team arrive to rescue the beleaguered officers, marking a significant moment that escalates the conflict.

Inspired by their chaotic encounter and motivated to create change, Neto and André decide to apply for BOPE. This pivotal moment ignites their journey towards a more active and committed role in law enforcement.

Baiano confronts Maria and the NGO activists, brandishing a newspaper featuring André’s photo and issuing a direct warning against police involvement in his territory. Tensions escalate, creating a perilous environment for local activists.

As André and Neto undergo the intense BOPE training, many candidates falter under the pressure. However, both remain resolute in their determination to succeed, showcasing their unwavering commitment to the cause.

André's personal life becomes tumultuous as he faces a painful breakup with Maria. Seeking closure, he tries to help Romerito, but his well-intentioned actions inadvertently embroil him in a dangerous confrontation with Baiano.

Neto steps in to deliver glasses to Romerito, intending to help André. Tragically, this noble act leads to a severe injury, leaving him in dire straits and sparking further retaliation from Baiano.

Baiano hesitates to retaliate against Neto, unnerved by his BOPE tattoo, which suggests possible consequences. This moment of fear signifies a shift in power dynamics as Neto's affiliation provides him unexpected protection.

In the wake of Neto's funeral, André, Roberto, and their team intensify their efforts against Baiano's operations. Their aggressive tactics underscore the toll of personal loss, fueling a relentless pursuit for justice.

Following the discovery that Edu had betrayed them, André's anger boils over during a peace march, leading to a violent confrontation. He unleashes his fury on Edu, reflecting a personal and collective betrayal that heightens the tensions.

As Baiano finds himself cornered by BOPE officers, Roberto tests André's loyalty by ordering him to deliver the fatal shot. The quiet before the trigger is pulled creates a nail-biting moment, leaving the audience in suspense as the scene fades to white.
