Abbas Lodhi initiates an undercover operation, assigning Sahadev and Shakti new identities as Anand and Shiv to infiltrate the terrorist gang. Only Abhay Singh, Lodhi, and a senior officer in New Delhi know about this mission.

Years after infiltration, Anand is exposed by the terrorists. He dies by consuming cyanide to prevent any information from leaking. Shiv continues to win the trust and respect of the gang, including Commander Bhadra.

Bhadra is captured by the police and subjected to torture, but he refuses to reveal information. The interrogation fails to break him and maintains the gang's cohesion.

The gang selects an RPG expert to assassinate a minister; the attack succeeds, but the prisoner is apprehended and interrogated by Abhay. Inspector Tiwari compounds the case by poisoning the prisoner to prevent leaks.

IGP Pathak, a respected ally of Abhay and Lodhi, kills himself when the CBI arrives to arrest him on charges of ties to the terrorists. The act shocks the force and catalyzes a broader crackdown on infiltrators.

Abhay and Lodhi realize there are many terrorist infiltrators within the force. Bhadra offers Abhay a choice: join the terrorists or risk his family's safety. Abhay refuses, but the threats escalate the pressure.

The terrorists torment Abhay's family by killing the family dog and shooting his son in the leg, sending threatening messages. Under the mounting pressure, Abhay finally agrees to collaborate with them.

Bhadra asks Abhay to feign a kidnapping to help him escape; Abhay reluctantly agrees to play along. The plan puts Lodhi and the rest of the force at increased risk.

Bhadra sends Surinder and Mala to stay in Abhay's house, with Mala posing as a guest. They feed information to Bhadra and threaten Abhay's wife and child if anything goes wrong.

During a late-night meeting, Abhay reveals that Lodhi arranged the undercover operation and identifies Dhanush's true identity. He also confirms that Inspector Tiwari has been eliminated.

The gang attacks Lodhi; Shiv participates in the assault and Lodhi is captured and beaten. He dies accidentally when Bhadra fires his pistol.

Sumitra comforts Abhay and urges him to uphold his oath to protect the nation. Surinder and Mala attempt to harm Lodhi's daughter, but Sumitra intervenes, killing Surinder to save the girl.

Abhay returns home to his family then confronts Bhadra. He is captured and bound to a chair while Shiv stands by, awaiting the next move.

Bhadra pressures Abhay for the inside-man identity. Abhay divulges that Lodhi arranged the undercover operation and that Lodhi knows who Dhanush really is.

Abhay asks Shiv to shoot him so it appears he was killed during his attack on Bhadra. Shiv reluctantly fires, killing Abhay, and proclaims himself the new leader of the gang as the others accept his authority.
