Chow Ching-lai, an officer in the Hong Kong Customs and Excise Department, is introduced as a principled individual who has a reputation for being difficult to work with. His struggles in the workplace are somewhat alleviated by the mentorship of his superior, Cheung Wan-nam.

During a routine patrol, Ching-lai, Wan-nam, and their team come across an unmanned cargo ship. Upon investigation, they discover a stash of lethal weaponry that they suspect is connected to recent thefts in Thailand.

To assist in the investigation of the stolen weapons, Ying and Mark, two Thai special agents, arrive in Hong Kong. Their expertise in tracking black market arms dealers is crucial for the ongoing investigation.

Dr. Raw, a notorious arms dealer known for her ruthlessness and wide-ranging network, is introduced. Her criminal activities have made her a difficult target, possessing a vast array of weapons including advanced technology such as drones and submarines.

Dr. Raw's men launch a surprise attack on a Customs warehouse, culminating in a violent confrontation. The ambush results in numerous fatalities among customs agents, including the tragic death of Ching-lai’s ex-girlfriend, Katie.

Devastated by Katie's death, Ching-lai contemplates resigning from his position out of guilt. However, his mentor Wan-nam convinces him to remain, asserting that he will take the blame for the incident, showcasing his support for Ching-lai.

While appearing to have everything under control, Wan-nam is secretly battling his bipolar disorder. His struggles add tension to his relationship with Athena Siu, the Customs assistant commissioner.

In response to the weapon theft, Interpol initiates a joint operation aimed at recovering the stolen arms. Ching-lai and Ying are assigned to participate, marking the beginning of a coordinated international effort.

As part of the operation, Ching-lai and Ying delve into the heart of the illegal arms trade to gather intelligence. Their investigation leads them to the discovery that the Hong Kong shipping company KCS is linked to Dr. Raw’s operations.

Just as Ching-lai and Ying are on the verge of tracking down one of Dr. Raw’s major buyers, Wan-nam makes a drastic decision that jeopardizes the entire investigation. This raises questions about his leadership and the path forward.
