The film depicts the 1940 Iron Guard, a far‑right Romanian nationalist movement allied with Nazi Germany, which carried out mass executions at Jilava prison (called “Viraga” in the story) and murdered former minister Virgil Madgearu and historian Nicolae Iorga. Police Prefect Stefan Zăvoianu assigns the case to Tudor Moldovan, a “Morals Division” commissioner with communist sympathies, who soon falls under the influence of escaped Bolshevik Pîrvu.
