Retired detective Joshua Burke is the mastermind behind the blackmail. He uses his knowledge of the criminals' past crimes to force them into community service at the youth center. Burke had been investigating their separate robberies and knew enough about their activities to issue the ultimatum: five years mentoring inner-city teens or certain prison time.

Earlier, detectives Burke and Shorter are shown investigating both robberies, linking the crimes and building toward the reveal of Burke's involvement.

Bruno kidnaps Nikki to pressure Manny and Dave into returning the money they stole from him during the fake police raid con. Using information from corrupt cop Ty Shorter, Bruno locates Manny's girlfriend and holds her hostage as leverage, demanding the criminals return his money or face the consequences.

Dave's task at the center is specifically to trace the caller, and his attraction to Lila provides opportunities to gather this information.
