Lopitos, an inefficient but clever bureaucrat, is invited to a banquet because the ambassador fears a table of thirteen. Mid‑meal news of coups in Los Cocos arrives, and Lopitos is appointed ambassador. At a world summit the two superpowers court third‑world delegates. Unaligned, Lopitos condemns the powers for violating nations’ right to self‑determination, speaking as a citizen after arranging his own removal.
