Underdog

A police bomb squad beagle triggers a false alarm at the Capitol City Town Hall, leading to widespread ridicule. Despite the beagle's unintentional mishap, it is turned away instead of being appreciated for its efforts.

Cad Lackey, unimpressed by the beagle's antics, kidnaps him and takes him to the sinister Simon Barsinister's laboratory. Barsinister, frustrated by the rejection of his genetic testing suggestion, plans to use the beagle for his experiments.

While in the lab, the beagle escapes from captivity and inadvertently causes a fire. In the chaos, he is exposed to numerous chemicals, resulting in a dramatic alteration of his DNA, granting him superpowers.

After escaping the lab, the beagle narrowly evades capture by a Rottweiler named Riff Raff and his gang. However, fate strikes when he is hit by a car driven by Dan Unger, but survives the accident.

Dan takes the injured beagle home and names him Shoeshine after he licks Dan's shoes. Meanwhile, Jack, Dan's son, grows envious of the attention Shoeshine receives, as Dan aims to bond with his son following the loss of his wife.

While left alone at home, Shoeshine inadvertently wreaks havoc, showcasing his newfound abilities. Jack returns home to find the chaos and is shocked when Shoeshine verbally apologizes for the mess.

Surprised by Shoeshine's ability to speak, Jack and the beagle quickly bond, especially since they both have a crush on Jack's friend, Molly, and her dog, Polly. This unlikely friendship begins to flourish amidst their shared interests.

Jack tests Shoeshine's powers, discovering that he possesses superhuman strength, speed, enhanced hearing, and smell. Their friendship grows stronger as they learn how to navigate life with these extraordinary abilities.

Shoeshine demonstrates his flying ability when he comes to the rescue of Molly and Polly, who are being robbed. After successfully saving them, Shoeshine sneaks back home with Jack, who insists that the beagle must keep his powers a secret.

While watching the news about Cad's heist, Jack encourages Shoeshine to intervene. Disguising himself as 'Underdog,' Shoeshine saves hostages and defeats the robbers, establishing himself as the superhero of Capitol City.

Simon Barsinister, frustrated with his failed experiments, sends Cad after Underdog's DNA. Cad manages to grab Underdog's collar, linking back to Shoeshine's true identity, putting him and his family in danger.

Barsinister and Cad kidnap Dan and Jack to force Shoeshine to donate his DNA for further experimentation. The stakes escalate as Shoeshine and Jack attempt a rescue but find themselves trapped in a dire situation.

With newfound resolve, Shoeshine confronts Barsinister and relies on his powers to save his family. He manages to thwart Barsinister's plans, culminating in an explosive confrontation involving the mayor.

In an epic showdown, Shoeshine, now fully embracing his role as Underdog, battles Barsinister and turns the German Shepherds against their master. With quick thinking and bravery, he manages to save the city from disaster.

After a climactic battle, Shoeshine sacrifices himself to prevent a bomb from detonating, initially believed to be dead. However, he later revives to the joy of the citizens and continues his duty as Underdog, the protector of Capitol City.
