A series of seemingly unrelated events begins with an armored truck delivering money to load an ATM. During the process, a woman withdraws exactly $20, but the bill slips from her hand and into the street. A homeless woman named Angeline, played by Rachel Keller, notices the bill and picks it up, believing that the serial number on the bill holds a special fate. She becomes convinced that those numbers are destined to bring her good luck and, possibly, a lottery win. However, before she can act on this, a boy snatches the bill from her and takes it to a bakery, where it’s used as change for an expensive figurine that a florist, Jack Holiday, buys for a wedding cake.
This bill then makes its way to a wedding rehearsal dinner for Sam Mastrewski, played by Brendan Fraser, and Anna Holiday. At this gathering, Jack recounts how he first came to America and exchanged foreign currency, gifting Sam the same $20 bill as a symbol of his humble beginnings. While Sam initially finds the gesture somewhat modest, he is quickly swept away by the excitement of his upcoming wedding and is “kidnapped” for his bachelor party. At the party, Sam decides to spend the mysterious bill on a stripper, symbolizing a moment of celebration, but at this point, the significance of the bill seems to elude everyone.
Meanwhile, Anna later suggests that Sam should frame the bill as a keepsake, hinting at its sentimental value. Yet, things take a strange turn when the stripper unexpectedly offers the bill back to Sam after emerging from a fire escape during her performance. This event appears to cause tension in their relationship, and Anna eventually breaks off the engagement, hinting that the bill’s mystique may have contributed to the misunderstanding.
The $20 bill then passes through multiple hands and locations. It is used by the stripper to buy a herbal remedy from Mrs. McCormac, who promptly mails it as a birthday gift to her grandson, Bobby. Bobby, a young boy who lives nearby, takes the bill to a convenience store—where Frank and Jimmy, played by Steve Buscemi, are engaged in a string of petty robberies. During their spree, they intervene when Angeline tries to buy a lottery ticket, unaware of her presence, and avoid getting caught by the police. Bobby, unaware of its true value, hands the bill over to Jimmy to buy some wine, since Bobby is underage. This act inadvertently leads Jimmy and Frank to leave with stolen cash—including the $20 bill, which becomes stained with Frank’s blood when Jimmy shoots him during a confrontation. The blood-stained bill ends up in police evidence lockers but ultimately gets misplaced.
Later, Emily Adams, played by Elisabeth Shue, arrives at a police station with her boyfriend Neil to claim the items recovered by police, including the mysterious $20 bill. The bill then drifts around town, floating out of a box and into the hands of various people, each experiencing their own stories involving the same $20. From Angeline trying to buy a lottery ticket again, to a wealthy woman snorting cocaine off her limousine, and a drug dealer who runs a youth camp, the bill is used for various transactions, often associated with luck, greed, or desperation.
In a humorous twist, the bill is eventually used in a bingo game in a church by spiritual figures and gamblers, including Bruce, who sadly dies of a heart attack after using the bill. Meanwhile, Emily’s father, Bruce, also receives the bill in his wallet, which contains a little piece of her own first published story, hinting at her aspirations of becoming a writer. This revelation prompts Emily to plan a trip to Europe, where she confesses her intentions to her brother Gary and dramatically tears up the bill in a moment of frustration or symbolic release.
Sam, meanwhile, waits at the airport for his flight, chatting with Jack Holiday, and they both clear up the misunderstanding surrounding the bill, both finding closure. As they walk toward their gates, Sam accidentally drops a piece of the torn-up bill, which Angeline later reassembles with tape, patching together the fragment. To her dismay, she discovers that the serial number on her taped-together bill matches the lottery numbers, making her believe her luck is about to change.
She then takes the reconstructed bill to a bank, where the teller explains that if more than 51% of the bill is still intact, it remains valid currency.
