Arbella, a picturesque Corsican village, draws retired Monsieur Lauriston and his wife Marthe. Encouraged by bar owner Giuseppe, Lauriston becomes mayor, provoking Captain Bartoli, the self‑styled pirate who runs Café Bonaparte and longs for the position. Complications arise when Lauriston’s nephew loves Antonia, daughter of Amoretti, the area’s last honorable bandit and a key tourist draw.
