Valeria / Taipan, Mary Elizabeth McGlynn, stalks San Diego with a mind-controlling, performance-enhancing device that bends an old man into robbing a store—an act that ends in the man’s fatal heart attack. Tony Valdez, Wilmer Valderrama, a college dropout and professional skater, steps into the chaos by rescuing his cousin Reuben from a gang and then entering a skating competition with help from Sammi, Kathleen Barr, an old family friend who lends support. After Tony wins the first round, he meets Valeria again and their flirtation flares as he navigates life with his family. His mother Maria Valdez, Mara Conchita Alonso, presents him with a condor amulet that will later carry symbolic weight and power.

That night, Tony overhears his parents discussing an error in their research with Nigel Harrington, Michael Dobson and a business partner, which sows seeds of doubt in him about their intentions. The next day, his parents attempt to explain themselves, but Tony storms off, distrust simmering beneath the surface. In the skating circuit’s second round, a mysterious saboteur disables Tony’s board, forcing a crushing defeat. When his parents try to seek help from the police, they are suddenly ambushed by mind-controlled skaters who crash their car, and Tony learns that his parents are dead after being attacked by the same swarm of controlled athletes; he is left paralyzed by the assault.

During recovery, Tony is enrolled in therapy with Dogg, Scott McNeil, a former surfer who helps him cope with the trauma. Around this time, Sammi begins dating Tony’s rival Z-Man, Cusse Mankuma, while also providing Tony with enhanced boots that push him toward a new purpose. With these upgrades, Tony grows into a superhero identity he later calls the Condor, adopting a new mindset and set of skills to confront the danger looming over his life. It’s soon revealed that Taipan is working for Nigel, weaving corporate intrigue into the physical peril Tony faces.

On a date with Valeria, Tony is drawn into a trap laid by Taipan, and the fight leaves him severely wounded again. He discovers that Taipan caused his parents’ death because they tried to report the research error, a revelation that shakes his trust and fuels his drive for vengeance. He escapes and seeks help from Sammi, apologizing for his earlier behavior and admitting his true feelings for her. Yet Reuben interrupts, revealing he sabotaged Tony’s board out of spite and ingratitude, further complicating loyalties.

A renewed resolve drives Tony to confront Valeria, who has been manipulating events from the shadows. He receives help from Z-Man, and the two work together to rescue Sammi and Dogg from a dangerous fire that Reuben and Valeria started. In a climactic moment, Nigel holds an auction, only to be betrayed and murdered by Valeria, who seizes control of the operation as chaos erupts around them. Tony arrives to thwart her plans, but the building goes up in flames, and Valeria, trapped in the fire, makes a final, fatal bid for survival.

Sometime after the dust settles, Tony and Sammi begin a steady relationship while continuing to compete in a new event alongside Z-Man. Unknown to them, a mysterious clan recovers Valeria’s body and the mind-control device, signaling that this danger may not be over and that others intend to use the technology for their own agendas.
