Plain‑clothes detective Wang, famed for his skill, discovers a teenage girl’s body that appears to have resulted from an illegal abortion. Tracking the abortionist leads him to the secret “Welfare Association,” an international prostitution racket. Wang infiltrates the group; as he prepares to arrest its organizer, Lei—whose sister was killed by the same syndicate—rescues him from a deadly trap. He apprehends the leader while allowing Lei to escape, and together they work to dismantle the organization’s commander.
