Kathryn Bolkovac, a dedicated police officer hailing from Lincoln, Nebraska, takes on a challenging role with the United Nations International Police in post-war Bosnia and Herzegovina, working for a private contractor known as Democra Security, a thinly-veiled reference to DynCorp International. Upon successfully advocating for a Muslim woman who endured domestic violence, she is appointed as the head of the department of gender affairs.

During her time there, Raya, a young Ukrainian woman, along with her friend Luba, falls victim to a Bosnian sex-trafficking ring orchestrated by a relative. In a courageous act, Raya escapes with Irka, another girl trapped in a life of prostitution, and they find refuge in a women’s shelter designed for victims of human trafficking. As Kathryn delves deeper into their case, she uncovers a shocking and extensive sexual slavery network exploited by international personnel, including some Americans.

Determined to seek justice, Kathryn encourages both Raya and Irka to testify against their traffickers, promising their safety in doing so. However, their attempts are shattered when an apathetic UN official abandons Irka at the Bosnia-Serbia border for lack of proper documentation. Although Kathryn rescues Irka from the woods, fear grips her, preventing her from moving forward with the trial. Meanwhile, the traffickers recapture Raya after a corrupt peacekeeper alerts them, unleashing a horrific act of violence as they brutalize her in front of other girls to instill fear.

As Kathryn escalates her efforts to bring the scandal to light within the UN, she encounters an alarming cover-up aimed at preserving lucrative defense and security contracts. Fortunately, she finds support from allies such as Madeleine Rees, the head of the Human Rights Commission, and Peter Ward, an internal-affairs specialist. While navigating threats and obstruction, including severe limitations imposed by higher-ups, Kathryn remains relentless in her pursuit to locate Raya. Eventually, she manages to trace Raya during a raid, but to her despair, Raya refuses to leave with her. Tragically, a few days later, Raya’s lifeless body is discovered, having been shot in the head by one of her captors, Ivan.

In a final desperate measure, Kathryn sends an email to fifty high-ranking mission personnel detailing her findings, only to be terminated from her position shortly thereafter. In a daring and dangerous move, Kathryn infiltrates DynCorp to collect concrete evidence of the sex trafficking ring. Cornered by Ward and another employee, she relinquishes the evidence, only for it to be revealed as part of their plan to outsmart their captors. Successfully escaping before her imminent deportation, Kathryn takes her harrowing evidence to BBC News in the UK.

The film concludes with a sobering note that, following Kathryn’s departure, several peacekeepers were repatriated, yet none faced criminal repercussions due to immunity laws, leaving the U.S. to continue its dealings with private contractors like Democra Security, including significant contracts in Iraq and Afghanistan.
