Jake Barrett, a former LAPD officer, retired after a failed attempt to save a young hostage. He now spends his days repairing cars in a garage once owned by his father. The past incident haunts him as he tries to live a quieter life.

Latin Lords members attending a meeting arranged by Blades leader 8-Ball are ambushed by James Franklin's crew. All are killed except the driver Carlos Sanchez, who escapes. Franklin stages the scene to look like the Blades carried out the killings, setting the stage for a gang war.

A friend informs Barrett that a woman needs help, and he meets with Rebecca, who explains that Carlos has been missing for two days since the shootings. She pleads for Barrett's assistance, but he admits he no longer does police work. Her urgency drives him to reconsider.

Franklin's group continues killing gang members, staging the murders to implicate the opposing gang. The killings stoke fear and rapidly raise tensions between the Latin Lords and the Blades.

Barrett visits Cisco and 8-Ball to request time to investigate the murders, hoping to uncover the mastermind behind the staged killings. He begins to suspect that both gangs are being manipulated.

Barrett agrees to help Rebecca and asks his friend Raymond, a forensic expert, to assist. Raymond's analysis begins to reveal inconsistencies in the killings.

Franklin discovers Barrett's involvement and sends two hitmen to kill him. Barrett fights them off and kills them, then delivers their bodies to Raymond for identification.

As Barrett pressures for a meeting with 8-Ball, Franklin's man disguised as Barrett guns down 8-Ball at a strip club. The murder escalates the looming war and demonstrates Franklin's reach.

Franklin has Raymond killed, but before dying, Raymond passes a disk with forensic results to Barrett. The disk becomes a crucial clue that could expose the criminals behind the scheme.

Using Rebecca's information, Barrett locates Carlos at an observatory and takes him into protective custody. This move allows Barrett to confront Franklin with a safer plan.

Franklin abducts Rebecca and sends word that Barrett must trade Carlos for her. Barrett must navigate a dangerous plan to save both Rebecca and Carlos.

Barrett drops Carlos at a safehouse, but Carlos secretly follows him, tying them together as the danger grows. The pursuit tightens the stakes for Barrett.

While police are distracted, Franklin's men carry out a diamond heist and frame the Latin Lords for it. They head to the rail yard to complete their plan.

Barrett informs Lt. Crowe about the rail yard trap and goes there to stop the ambush. He fights Franklin's gang and is aided by both the Blades and Latin Lords, who are unaware of their own cooperation. Rebecca is held hostage during the confrontation.

In the final clash, Barrett uses a hidden gun to kill Franklin after a moment when Franklin frees Rebecca and opens fire. With Franklin dead and the truth exposed, Barrett's name is cleared, and Carlos and Rebecca leave with him. Crowe hints at reinstatement, and Barrett says he'll think about it.
