Nemuri Kyoshiro uncovers a plot hatched by a band of disgruntled samurai seeking vengeance for the killing of their sensei, a reformist who championed better provisions for the lower classes and was assassinated by Shogunate agents. The conspirators intend to set fire to the oil refineries of two wealthy merchants, hoping the resulting inferno will engulf Edo Castle.
