Using the premise that most people live in China to ask who lives in Norway, the film draws on eight Norwegian political parties and was created by six writers and nine directors. It weaves together odd vignettes—a man receives an unpleasant surprise while skinny‑dipping, a cow swallows a cell phone, a lesbian couple mourns the loss of a child, a blind girl hawks questionable lottery tickets, a boy experiences first love, a stranger picks up a hitchhiker, three girls receive aid from a man in pajamas, and nine elderly men rescue a young girl trapped in a swamp.
