A senator is killed in an explosion, triggering an FBI investigation. The lead agent is Danny O'Neill, a seasoned bomb expert who is also struggling personally. He is separated from his wife Terry after the accidental drowning of their child in their pool, and this tragedy fuels his erratic behavior.

The investigation reveals little at first; investigators cannot determine the explosive type or detonator. O'Neill's professional focus is strained by his grief and anger, affecting his judgment. The case progresses slowly as clues remain elusive.

Progress in the case reveals a chilling fact: terrorists led by Mikhail Rashid have developed an 'invisible' liquid explosive activated by stomach acid. The weapon's delivery makes it difficult to detect and counter. The plot also ties the attackers to Senator Traveres, the man with whom Terry is having an affair.

A second senator dies while riding in a limousine, the car driven by Rashid's henchman. The henchman is captured and transported to court, but Rashid's influence places the trial at risk. The judge ingests the liquid and explodes, a witness is killed, and O'Neill discovers that the liquid was in the judge's pitcher.

With Traveres still targeted, O'Neill shadows Terry to watch her movements and protect her. The investigation escalates as the security for Traveres tightens and the danger becomes more personal. He begins to connect the dots between the assassination attempts and the politician's involvement.

At a fundraiser, Al-red, Rashid's chief henchman, disguised as a clown attempts to ignite a fountain of the liquid. O'Neill tackles him, and the henchman swallows some of the liquid, forcing him into a wheelchair just before the device detonates. The rescue prevents a catastrophe and demonstrates O'Neill's resourcefulness.

In the aftermath, O'Neill and Terry begin to reconcile, acknowledging the danger that has separated them. They reaffirm their commitment as personal lives are slowly repaired. The family stands together amid continuing threats.

Aware that Traveres remains a target, O'Neill infiltrates the senator's heavily guarded mansion during a terrorist siege. He uses improvised weapons, including kitchen fertilizer-based bombs, to turn the tide. The remaining terrorists are killed, though Rashid still holds his ground.

A year later, O'Neill and Terry welcome a second child, signaling a renewal of family life after the harrowing events. The couple chooses hope and rebuilding as they move forward together.
