A slapstick comedy that employs trick photography to mock the temperance battle. When the governor refuses to sign a pro‑liquor bill, a boss tries to force him. After a series of daring exploits, the governor foils the plot. Lady Baffles pretends to be his wife to obtain the signature, but Detective Duck outwits her and arrests the politicians.
