Three schoolgirls are infatuated with Katsuta of the Izu Clan. They meet the rival yakuza Diamond Fuyu as he gets a tattoo. Two girls grow squeamish and run off, but Hanako, the best friend of Sota Izu's daughter, stays to watch and becomes intrigued by the yakuza world.

Fuyu takes Hanako to an illegal gambling den where Tetsu, a dealer, takes a liking to her. The atmosphere is dangerous and the underworld's grip tightens around her.

The police raid the den and Hanako is arrested but let off with a warning. This brush with law enforcement shows how thin the line is between crime and punishment in the underworld.

Later, Tetsu runs into Hanako on the street and convinces her to help pull a variant of the badger game, promising sex to lure a man to a hotel room. The plan relies on coercion and blackmail to extract money.

The scam fails when the target man chases Tetsu off, leaving Hanako stranded with the man. She becomes exposed to danger and disillusioned by the underworld's schemes.

Katsuta chances upon Tatsuko, a con artist he had met four years earlier when she and her partner deceived him. Her partner slashed him across the face, leaving the scar he bears fondly in memory. The chance encounter rekindles their complicated dynamic.

Word reaches Katsuta that Hanako has gone missing. He questions Tetsu about her whereabouts and they search for her without success.

Katsuta and Tatsuko end up at a hotel where Katsuta suspects a gambling game is fixed. Tetsu insists on playing, and in the same vein, Hachi Okaru, Tatsuko's husband, wins by cheating as cards reflect in a cigarette case.

Diamond, Tatsuko's brother, emerges from hiding to demand to know what happened to Hanako. Katsuta cannot tell him what he does not know, heightening the tension between them.

Katsuta and Tatsuko struggle with their growing feelings for one another. At the same time, tension rises between the Izu and Yoshida clans as Sato Izu grows suspicious of Katsuta's loyalty.

Chasing honor, Katsuta murders a group of rude gambler parlor attendees. Realizing he has nothing left to lose, he slays his way to a rival boss and demands fealty to Izu.

Izu is killed by Fuyu, making Katsuta's earlier actions moot. Katsuta states that his actions were nonetheless honorable within the brutal code he inhabits.
