In an alternate 1949 Japan where World War II never occurred, the capital Teito is divided between an ultra‑rich elite and destitute masses. Panic spreads when the phantom thief known as “The Kaijin (Fiend) with 20 Faces)”—K‑20—begins robbing the wealthy and giving to the poor. Circus acrobat Heikichi Endo is framed for the crimes and vows to clear his name. He joins the next target, the aristocratic Yoko Hashiba, and her detective fiancé to uncover K‑20’s identity and bring the elusive thief to justice.
