A Senate Armed Services Committee is in session, where they are interviewing a candidate for the position of Secretary of the Navy. During the proceedings, Senator Lillian DeHaven of Texas expresses her dissatisfaction with the Navy’s lack of gender neutrality, directing her criticism towards Secretary of the Navy Theodore Hayes (Daniel Von Bargen). In a covert arrangement, the military agrees to fully integrate women into all Navy roles, provided that they can prove themselves capable in a series of tests.
The first challenge unfolds at the U.S. Navy Combined Reconnaissance Team training program, mirroring the rigors of the SEALs UDT/BUDs. The senator selects topographical analyst Lieutenant Jordan O’Neil, recognizing her more feminine appearance as a potential asset for media visibility, setting her against a backdrop of intense scrutiny. As the program progresses into its concluding operational readiness exercise, an unexpected crisis arises when a reconnaissance satellite carrying dangerous plutonium crashes in Libya. The Navy teams up with U.S. Army Rangers for a high-stakes retrieval mission.
