A Senate Armed Services Committee is in session, where they are interviewing a candidate for the position of Secretary of the Navy. During the proceedings, Senator Lillian DeHaven of Texas expresses her dissatisfaction with the Navy’s lack of gender neutrality, directing her criticism towards Secretary of the Navy Theodore Hayes (Daniel Von Bargen). In a covert arrangement, the military agrees to fully integrate women into all Navy roles, provided that they can prove themselves capable in a series of tests.

The first challenge unfolds at the U.S. Navy Combined Reconnaissance Team training program, mirroring the rigors of the SEALs UDT/BUDs. The senator selects topographical analyst Lieutenant Jordan O’Neil, recognizing her more feminine appearance as a potential asset for media visibility, setting her against a backdrop of intense scrutiny. Known for her outspoken nature, Jordan refuses to back down from confrontations with her superiors.

Alongside her personal life, Jordan is dating Lieutenant Commander Royce Harper (Jason Beghe), who doubts her ability to endure the demanding course, further fueling her determination to prevail. To meet the high standards of the selection process, O’Neil faces grueling challenges, with a staggering sixty percent of participants failing to complete the program, particularly during the notorious “hell week” in the third week.

The quandary is overseen by Captain Salem (Scott Wilson), while the formidable Command Master Chief John James Urgayle administers the rigorous training regime. This includes daily 20-hour sessions filled with grueling tasks like pushing enormous ship fenders and navigating arduous obstacle courses, aimed at exhausting both physical and mental limits. With the support of fellow trainers Instructor Max Pyro (Kevin Gage) and Instructor Johns (David Warshofsky), trainees such as Sergeant First Class Cortez (David Vadim) and Ensign F. Lee ‘Flea’ Montgomery (Josh Hopkins) are subjected to these demanding trials.

O’Neil takes the initiative to adapt to the rigors of training, even shaving her head to avoid any hindrances caused by her hair. However, she faces a hostile environment, including unwanted advances from Slovnik (Jim Caviezel), which only adds to her battle against gender-based discrimination within the ranks. Insisting on equal treatment, she demands to adhere to the same standards as her male counterparts, establishing herself as a formidable participant.

As weeks progress, Jordan endures injuries and personal setbacks, notably during SERE training in Captiva, Florida, where she faces brutal treatment at the hands of the Master Chief. In a surprising turn, Jordan retaliates, proving her resilience and earning grudging respect from Urgayle and her peers.

With media attention casting a spotlight on her journey as “G.I. Jane,” Jordan faces controversies and unfounded allegations regarding her character, prompting challenges that threaten her place in the program. Faced with the prospect of being reassigned to a desk job during an investigation, she decides to voluntarily exit instead.

Unbeknownst to her, the scheming Senator DeHaven had initially intended for Jordan’s failure, using her as leverage for political maneuvering in Texas. In a tense confrontation, Jordan succeeds in turning the tables, forcing DeHaven to rescind her plans by restoring O’Neil’s status in training.

As the program progresses into its concluding operational readiness exercise, an unexpected crisis arises when a reconnaissance satellite carrying dangerous plutonium crashes in Libya. The Navy teams up with U.S. Army Rangers for a high-stakes retrieval mission. Demonstrating her tactical abilities, Jordan proves indispensable during the operation, guiding the team decisively as they navigate danger and deliver critical support.

Their successful mission culminates in a triumphant return, with all participants, including Jordan, being accepted into the CRT. Master Chief Urgayle honors O’Neil with the Navy Cross and a heartfelt gift of poetry, recognizing her monumental achievements and thanking her for her bravery.
