After her lover perishes in the 1906 San Francisco earthquake, Jenny discovers she is pregnant. She gives birth and entrusts the baby to a prosperous married couple. With the backing of a corrupt politician, years later she rises to become the city's preeminent madame, using the protection to expand her control over a network of illicit enterprises.
