In 2019, former Indonesian Marine soldier and journalist Angga Saputra [Oka Antara] proposes to his girlfriend and fellow journalist Sari Nirmala [Julie Estelle] moments before she leaves for Solo to interview the newly democratically elected president, Indra [Miller Khan]. The same day, a revolution led by PIRANAS breaks out and she and the elected president are declared missing.

Eleven years later, Angga Saputra [Oka Antara] has risen within PIRANAS and now serves as a congressman of the party. The country is mired in a deepening food and economy crisis, which has fed the growth of a rebel faction called Reform. To crush Reform and shore up the party’s standing, the Four Horsemen of PIRANAS—President Ahmad Barona [Willem Bevers], Hengky Laksono [Ario Prabowo], GERRAM’s paramilitary commander General Adnan Atmadja [Otig Pakis], and Party Chairman Farid Baskoro [Joshua Pandelaki]—agree to back a black-ops project named Patriot Act. They appoint Wisnu Nugroho [Edward Akbar], a devout PIRANAS cadre and fanatical GERRAM officer, to head the operation, and Angga reluctantly meets Wisnu at the GERRAM secret HQ in Jakarta. When Angga notices a drone spying on them, Wisnu and his men pursue it, and Angga is abducted by a group of armed men led by Spec [Chicco Jerikho].

That group turns out to be Reform members, who take Angga to their hideout. There he reunites with Sari [Julie Estelle], who fled with Indra [Miller Khan] and helped found Reform to topple the regime, and he meets his and Sari’s daughter Dinda [Gisellma Firmansyah], born while she was in hiding. Wisnu [Edward Akbar] and the GERRAM death squad attack the hideout, forcing Angga, Dinda, Sari, and Spec to flee to an abandoned shopping mall that has become a refuge for Indra’s supporters and civilians fleeing GERRAM brutality. Angga pledges to help the people and gathers his former Marine unit—Oggi [Verdi Solaiman], Bara [Rio Dewanto], Tino [Arifin Putra], and Ethan [Mike Lewis]—and with Spec they form Foxtrot 6.

Ethan hacks PIRANAS’s servers and uncovers a plan to kill their own senators in a false-flag operation to justify a mass crackdown on Reform and silence opposition to Ahmad’s administration. GERRAM closes in on the group and assaults Ethan’s apartment building, forcing a dangerous escape.

On the day of the operation, GERRAM attacks the senators’ convoy, but Reform intervenes to save them. Returning to the shelter, they find Wisnu and his squad waiting and detaining Indra and Sari, while Dinda and several civilians are trapped in a freight elevator. Wisnu hangs the senators from a crane and records their deaths as false evidence, then sets the mall alight. Dinda manages to trigger the elevator’s emergency brakes and saves the civilians, but Angga cannot rescue Sari in time and she dies.

With the building in flames, Spec contacts a base of Indonesian Marines outside. Sergeant N. “Raya” Pratama [Aurélie Moeremans], Angga’s bodyguard, helps them access aircraft and military equipment to mount a suicide mission to topple Ahmad. Across the country, PIRANAS’s broadcasts repeat the senators’ killings.

Foxtrot 6 infiltrates the PIRANAS complex. Oggi [Verdi Solaiman] falls in the ensuing battle, and Gen. Adnan is killed by Ethan using a Kodiaks-powered exoskeleton, while Farid Baskoro [Joshua Pandelaki] escapes. Angga and Ethan reach the presidential office, taking Hengky Laksono [Ario Prabowo] as a hostage to force him to confess about PIRANAS conspiracy. Before he can speak, Ahmad Barona [Willem Bevers] arrives and kills him, then leaves Istana Negara with his guards. Wisnu stabs Ethan from behind and fights Angga on the rooftop helipad. Wisnu shoots Angga with his last bullet.

At Istana Negara, Ahmad unveils a law that would authorize civilians to kill Reform members, echoing past brutal episodes. But a damning conversation—Ahmad’s earlier talk with Angga, recorded by Ethan on the Kodiaks’ onboard camera and broadcast from the PIRANAS HQ—plays, exposing the truth and causing public support to collapse. The crowd storms Istana Negara while Wisnu and his surviving men are killed by furious villagers outside the burning PIRANAS HQ.

A week later, Angga [Oka Antara] and Dinda [Gisellma Firmansyah] attend the funerals of Sari, Oggi [Verdi Solaiman], and Ethan [Mike Lewis]. Spec’s fate remains unclear, while Tino [Arifin Putra] has bailed out earlier without saying much. Ahmad’s administration has fallen, the president is arrested, and PIRANAS dissolves. Angga and Dinda walk through the city, free from fear.

Somewhere, a United States helicopter lands and Spec boards it with several US Marines saluting him, hinting that Spec is actually an American operative. Since the US aided GERRAM with military equipment in the film’s earlier moments, the exact role remains open to interpretation.

In the post-credits scene, Angga, Oggi, Tino, and Ethan receive a box full of Kit Kat from an unknown sender.
