Agent 00 (played by Weng Weng) is the diminutive top operative of the Secret Agency. Despite being only three feet tall, he is a martial-arts master, sharpshooter, and charismatic romancer who relies on quick thinking, gadgetry, and daring to outmaneuver global threats.

Mr. Giant is the mysterious warlord antagonist who kidnaps Dr. Van Kohler to weaponize the N-Bomb and take over the world. He operates from a fortified base on Hidden Island, orchestrating a sprawling criminal network.

Professor Von Kohler is a foreign scientist who visits Manila to offer his invention, the N-Bomb, to the government. His kidnapping by Mr. Giant sets off the chain of events that drives the Secret Agency's entire mobilization.

Agent 00 has two main Bond girl-type allies: Anna, a nightclub enthusiast he romances to win allegiance, and Marilyn, a criminal reporter with information networks and street savvy who helps tighten the noose around the criminals. Irma is another agent who assists but is captured.

The Secret Agency is the government organization that employs Agent 00 and coordinates his mission. Led by Chief, the agency provides gadgets, strategic support, and oversight to stop Mr. Giant's world-threatening plan.

The film is a spoof and parody of spy movies, combining slapstick comedy elements with action sequences. While there are constant action scenes and life-or-death stakes, the tone remains lighthearted and humorous throughout.
