Petey plots to plant a bomb to destroy an abandoned warehouse in Ohkay City. The looming threat triggers a response from Officer Knight and his dog Greg as they hurry to defuse it. The attempt catalyzes the events that follow, including Knight's fatal mission.

Officer Knight and his partner Greg arrive to defuse the bomb, but Knight cuts the wrong wire and the device explodes. Knight dies from a head injury and Greg is paralyzed. Surgeons transplant Greg’s head onto Knight’s body, creating Dog Man who inherits Knight’s job.

Dog Man quickly becomes beloved for his arrests of Petey, but Petey always escapes. The aftermath of Knight’s death leaves Dog Man lonely, and his girlfriend Alice leaves the city, selling their house. He takes a tennis ball from his past life and moves to a doghouse on the city outskirts.

Petey clones himself to create Li'l Petey, a newborn copy with no interest in evildoing. Li'l Petey becomes a potential variable in Petey’s schemes, foreshadowing shifting loyalties. The clone’s existence introduces a new dynamic to the central conflict.

Reprogrammed by Petey to destroy all good people, Flippy targets Dog Man and his friends, triggering a clash with an army of living buildings. The battle tests Dog Man’s resilience and loyalty.

A remorseful Petey decides to team up with Dog Man, swapping Li'l Petey inside 80-HD with himself. Petey’s change of heart makes Li'l Petey a key ally in the fight against Flippy. The unlikely alliance shifts the balance of power in the city.

Flippy tries to drop Petey into an active volcano to finish him, but Li'l Petey arrives with a comic book showing them as friends, redeeming Flippy and disabling his telekinetic powers. Dog Man arrives to help, and a tennis ball-assisted rescue saves Petey from the lava. Flippy is subsequently arrested.
