Willy Nilly and Hercules Glub run a nearly empty barber shop on an Indian reservation. The tribe, newly rich from oil, decides to hire them to represent the Nation at a peace conference in Switzerland. The men are unaware of the danger around them as they prepare for the journey.

The tribe pays them to act as delegates and handle communications at the Geneva peace conference. They embark on a voyage toward Europe, carrying mistaken impressions and a mix of bravado and naïve optimism. The mission sets them on a collision course with a shadowy sabotage plot.

In Europe, Winkelreid teams up with Schmerzenpuppen directors to derail the peace effort. They hire a vamp named Dolores to distract Willy and Hercules and to steal their secret documents. The conspiracy tightens as the price of failure rises.

Their voyage is stalled for eight months after the captain of the steamship gets drunk and steers off course. Willy and Hercules remain clueless about the plot, focusing on their mission and comic misadventures. The delay gives the saboteurs time to maneuver from behind the scenes.

Back in Europe, Winkelreid and his team go to the Dead Rat, a dive bar, and recruit a second femme fatale, Fifi, to assist their plan. Their scheme broadens as they align themselves with new accomplices. The plot thickens as the pieces move toward Geneva.

Willy and Hercules finally reach Geneva to find delegates at each other's throats. They try to mollify the crowd with vaudeville routines between acts. The chaotic atmosphere highlights how fragile the peace process is.

During a lull between acts, Winkelreid throws a bomb into the delegates' chamber, throwing the conference into chaos. When Willy and Hercules return, they discover the room filled with panic and confusion. The sabotage seems to have worked in unsettling the proceedings.

In a surreal counterpoint to the chaos, Willy and Hercules don blackface and perform a minstrel spiritual about peace. The scene satirizes spectacle and propaganda while highlighting the absurdity of war.

Wise Gai Chow-Chow gives up on the plot and returns to China in a rowboat. Her departure signals the unraveling of one strand of the saboteurs' plan. The mission loses a key ally in the middle of the crisis.

Winkelreid and the four directors forge a letter from the prime ministers of the world powers promising to end all war. They slip it under Willy and Hercules's hotel room door, creating a façade of consensus. The deception sets the stage for the film's final reversal.

One of the directors accidentally drops a sample bullet, which explodes and vaporizes the four directors and Winkelreid. Only shoes and hats remain as a cartoonish reminder of the conspiracy's collapse. The bombshell revelation shifts the balance of power entirely.

Elated by their apparent success, Willy and Hercules fly back to the reservation. They expect a heroes’ welcome, but instead return to a country on edge and a world still unsettled by the forged peace plan. The misadventure sets the stage for an ironic twist of fate.

As they land, world leaders, incensed at their names being forged into a peace treaty, begin a new conflict. The satire underscores how misfortune and manipulation can ignite geopolitical turmoil. The apparent victory collapses into a larger crisis.

Willy and Hercules are drafted into the army to fight in the new war. Their comic resilience is put to the test as they confront wartime reality that contradicts their misadventures. The twist leaves their fates uncertain within a perilous new era.
