Dennis, an American private investigator, goes to Germany posing as a TV reporter to study German behavior. He records interviews with people—politicians, scholars, police, demonstrators and ordinary citizens. Though framed as a spy mission, the film is a documentary; the subjects think they’re talking to a reporter, exposing attitudes and fringe groups.
