Pub landlord Vic Flange flirts with the young widow Sadie Tompkins while his wife Cora looks on with disdain. Their friend Harry warns that trouble may follow the couple on the package holiday. Cora resolves to join the trip to keep Vic away from Sadie.

Harry reveals that the Costa Bomm holiday package to Elsbels includes Sadie, much to Cora's outrage. Cora decides to accompany Vic on the trip to ensure he stays away from Sadie. Tension and scheming ripple through the setup as they prepare to travel.

Stuart Farquhar and Moira Plunkett welcome the passengers aboard the Wundatours trip. The group includes Stanley and Evelyn, Nicholas and Robin, Bert, Lily and Marge, a dozen monks led by Brother Bernard, and others, all eager and uneasy about the holiday ahead.

The passengers arrive to find Hotel Elsbels unfinished, with five floors still incomplete. Pepe the manager tries to juggle multiple roles, while Floella battles the stove in the kitchen and their son Georgio idles behind the bar. The building itself already feels unstable to the weary guests.

A string of farcical faults erupts: Evelyn finds Mr Tuttle in her bath, Vic discovers Sadie naked in his shower, wardrobes are missing backs, Moira's taps spew sand, Robin and Nicholas's drawers have no bottom, and Bert is drenched by the lavatory. The front desk phone system also starts to fail under the barrage of complaints.

During dinner, Pepe and Floella argue over the stove, and Pepe throws what he mistakes for methylated spirits into the flames. The resulting smoke fills the restaurant, forcing everyone to open the windows and letting in swarms of mosquitoes.

Romance and flirtation intensify: Bernard's awkward charm catches Marge's eye, Lily lures Nicholas away from Robin, and Vic keeps pressuring Cora while Sadie grows closer to Bert. The dinner becomes a tangled web of affections amid the chaos.

The next day, the builders return and the group sets off on excursions. Vic drinks Santa Cecilia’s Elixir and gains an X-ray-like vision, peering through clothing. The tourists are later arrested for rioting at Madame Fifi's brothel, complicating the holiday's tone.

In prison, Miss Plunkett seduces the Chief of Police, and the tourists are released grateful for the relatively swift outcome. The reversal of fortunes adds a comedic edge to the misadventures of the holidaymakers.

Back at the hotel, Evelyn awakens her sex life after an affair with Georgio, sharing a new dynamic with Stanley. The frigid boundary she once maintained begins to crumble as passion returns to the group.

For their final night, the guests are buoyed by punch spiked with Santa Cecilia's Elixir, and tensions seem to melt. A sudden rainstorm reveals that the hotel sits on a dry river bed, foreshadowing imminent disaster.

As the rain continues, the hotel collapses around the still partying guests. Pepe loses his patience—indeed his sanity—and orders everyone to flee as the building caves in, sealing the holiday's chaotic fate.

Some time later, an Elsbels reunion at Vic and Cora's pub brings the guests back together. Farquhar has lost his job at Wundatours and now works at the pub, yet everyone is content to reminisce about a holiday they barely enjoyed.
