Willi Winzig, a small tax officer with a big heart, sometimes helps insolvent citizens by sending their tax files up an air shaft. As retirement approaches, the shaft overflows and he is forced to discard a pauper’s file in a wastebasket. The scheme is discovered, exposing him to a hefty fine and possible dismissal, but his colleague Felix Klein intervenes with a plan.
