Ruth Slater finally confronts the ghosts that have chased her since the night she was sentenced. After 20 years behind bars she is released, only to discover that the sister she has imagined for two decades – Katherine, now known as Katie – has no recollection of their shared childhood. Ruth’s countless letters were hidden by Katie’s adoptive parents, and the trauma of a car accident has begun to unlock fragmented memories in Katie’s mind.

When the sons of the sheriff Ruth killed learn she is free, their anger erupts into a violent act: Steve Whelan kidnaps the girl he believes to be Katie. He takes Emily, Katie’s adoptive sister, to a construction site on Harbor Island, intending to exact revenge. Ruth races to the site, discovers the mistake, and pleads with a distraught Steve to see that any further violence will only destroy what remains of his own life. The police, tipped off by Ruth’s ally Liz Ingram, arrive just in time to arrest Steve and free both girls.

In the moments that follow, Katie, who has been playing the piano at a local recital, experiences a flood of flashbacks that suggest her suppressed memories are resurfacing. As the music ends, she sees Ruth waiting on the pier. Overcome by a surge of emotion, Katie runs to her and embraces her long‑lost sister. The film closes on that reunion, leaving it ambiguous whether Katie fully remembers the night she shot Sheriff Mac Whelan, but making it clear that Ruth’s relentless devotion has finally given them a chance to be together again.
