Lam Fong-tin, a veteran CID inspector, commands a seasoned squad that includes Thief, Dandruff, Pong, and Wah as they close in on Sha-pei, a firearms smuggler. Through a tense interrogation, Sha-pei tips them to a looming drug trade between triad leaders Wai and Chiu-Chow Ping, setting the stage for a collision of loyalties, money, and power. In a raid at the shipyard meant to intercept the deal, Wai is captured, yet Tin makes a shocking discovery: his brother-in-law, Fong Heung-Tung, is secretly working for Wai. Tung pleads with Tin to release Wai and discreetly hands Tin a briefcase stuffed with HK$10 million before vanishing into the night. Thief and Dandruff pocket the cash with a sense of audacious optimism, while Pong—a man driven by unwavering morals—refuses any share and rails against the idea. Tin, weighed down by the consequences, solemnly vows to bear full responsibility if trouble follows.

Tung’s pleas escalate into pressure as he tries to force Tin to set Wai free, knowing the stash is now in play. Tin refuses, and Tung’s threats sharpen the peril, hinting that the squad will face serious consequences if they do not cooperate. Tin and his team then tempt Pong—the officer who arrested Wai—with a scheme to bend the truth in court, urging him to give false testimonials that would secure Wai’s release. Pong balks, but the situation spirals as Tung pushes the boundaries, offering a calculated tip about another deal between Wai and Ping to seize power by any means. The squad stages a raid on Ping’s new arrangement, arrests Ping, and then feigns mercy by letting him go free—an escape hatch designed to turn Ping against Wai and draw Tung deeper into the trap.

The clash shifts to a disco bar where Ping and his men arrive to settle the score with Wai, unaware that Tung has tipped the police and that Tin’s network is watching. Thief and Dandruff wait in the wings, ready to move on their mark, while Tung closes in from behind. In a brutal turn of events, Tung kills both Wai and Ping and escapes to the parking lot, where Dandruff—their ally in the chase—fumbles his pistol, which Tung grabs amid the chaos. A desperate exchange of gunfire erupts between Thief and Tung, with Dandruff attempting to flee by car. Tung ruthlessly shoots Dandruff dead and vanishes once more into the night, leaving the remainder of Tin’s team scrambling to respond.

Tung then calls CID superintendent Cho and reveals the corruption surrounding Tin and the squad, but Cho’s response is to shield his own people rather than seek accountability. Sensing a broader purge, Tung threatens to expose the ICAC’s involvement, pushing Tin’s team into a high-stakes stalemate. The ICAC unit closes in with a trap designed to arrest Tung, and Pong seizes the moment to arrest Tung under the agency’s watch. Tin, Thief, and Wah are detained by ICAC investigators, while Pong is released on grounds of insufficient charges. Tung becomes a protected ICAC witness, and the investigation lurches toward a tense cliff edge; 48 hours pass, and Tin remains under scrutiny, with Tung under suspicion for murder. Pong’s body of evidence thickens as he subjects Tung to a brutal beating, while ICAC escorts Tung from the station amid mounting danger.

A fragile balance of power shifts as Tin, in a bid to safeguard his squad, accepts responsibility for the ruin he helped unleash and takes his own life in his jail cell. The news of Tin’s death becomes the catalyst for a new bid to settle scores at the Volvo Hotel, where Tung is staying under ICAC protection. The ICAC team signals that the case may be closed, but Tung persists, killing two ICAC officers to escape, triggering a relentless pursuit. Thief, Pong, and Wah converge to stop Tung, leading to a punishing showdown at the hotel. Wah is killed after Tung hurls him from a high ledge, heightening the danger and raising the stakes for every survivor. The SDU arrives on the scene, but in a final, devastating crescendo, Thief shoots Tung dead and then shoots himself in front of the police, fulfilling the grim vow he made at the outset to shoulder all responsibility for the gang’s collapse.
