The Wicked City

The film opens with a sunset in Tokyo, hinting at a hidden Rapter World at war with humanity. Rapters can shift form and slip into the human realm. Taki, a policeman with a dangerous past, confronts a spider-like rapter and is saved by Ken after running out of bullets.

Taki is reassigned back to Hong Kong to help during the city’s vulnerability to rapters as the 1997 handover looms. The Anti-Rapter unit carries the burden of protecting a city under increasing threat. This sets the stage for the fragile conflict between the two worlds.

Ken Kai, the son of a human father and rapter mother, faces distrust from colleagues for his mixed heritage. Orchid remains one of the few loyal allies inside the unit. Taki’s past with Windy resurfaces as she becomes Daishu’s mistress, complicating loyalties.

The Anti-Rapter unit begins investigating the addictive drug Happiness, which threatens both humans and rapters. Sergeant Kayama suspects Daishu as the drug importer and orders Taki and Ken to infiltrate Daishu’s 150th birthday party.

At Daishu’s 150th birthday party, Taki encounters Windy, now Daishu’s mistress. Rapter killers attack the gathering, staff are killed, and Windy is injected with Happiness as Daishu is wounded. The pair escape while investigators close in.

Kayama suspects a traitor in the unit and suspends Ken. The team tracks rapter activity by monitoring electricity and locates them at a power plant. Taki enters the plant to free Windy and capture Daishu, who is captured, and Windy seeks help from Shudo.

Windy secretly partners with Shudo, who uses their relationship to further his plan. She is ordered to hurt Taki with poison, and later is captured by the police, becoming a pawn in the escalating feud.

Daishu expresses a desire to coexist with humans, hoping to ease the energy crisis. Shudo exploits the crisis to push his agenda, while Orchid is revealed as a traitor in the police unit, caring only about money and survival.

Orchid sabotages the police facility, triggering a crisis and exposing her true motives. Sergeant Kayama clamps down, and in a confrontation he kills Orchid, solidifying his suspicion of other hidden traitors.

Orchid’s sabotage disables Hong Kong’s artificial magnetic field, enabling Shudo to turn back time to an era when humans were easier to control. Taki and Ken join forces with Daishu to confront Shudo.

A deadly nighttime clash unfolds as Shudo’s killers are eliminated, but Ken is forced to transform into a rapter by Shudo’s influence and is wounded by Kayama’s team. Windy’s life hangs in the balance as Happiness continues to affect her.

Daishu reverts to rapter form to fight Shudo, acknowledging that only a rapter can kill his own son. Windy fights to resist Happiness, aided by Ken’s blood transfusion. Shudo is defeated and Ken dies in Kayama’s arms as Taki and Daishu rescue Windy.

With Shudo defeated, Taki frees Daishu and Windy from the hands of the special police, and Windy vows to disappear from the city. Daishu dies from energy depletion at dawn, leaving Windy to depart alone as Taki and Kayama confront the ruined peace they could not fully secure.
