Lee must leave Chun-hyang in Namwon because his father has been reassigned to a new post in Hanyang and demands that Lee accompany him. When Lee visits the gisaeng house, his father rebukes him harshly for the association. Despite Chun-hyang's desire to join him, Lee departs alone, promising to return for her once he establishes himself.

Lee's departure sets the stage for the tragic events that follow, as his absence leaves Chun-hyang vulnerable to the new magistrate's advances.

Byun Hak-do becomes the new magistrate of Namwon after Lee leaves. He becomes captivated by Chun-hyang's beauty and orders her to come to him. When Chun-hyang refuses, declaring she will not dishonor herself despite being the daughter of a gisaeng, Byun becomes enraged and has her imprisoned.
