On a rainy night, Captain Wong Kun and his colleagues celebrate his upcoming training in Beijing. After dinner, his mentor walks home, and Shum Chi-Hung and the Chun-Lei Red Scarf strike, killing him in a brutal act of revenge.

The Chun-Lei Red Scarf gang targets a Mahjong school in Mongkok, staging a daring robbery. The heist disrupts the neighborhood and draws police attention.

Inspector Hung, who is selling gramophone records nearby, gets drawn into a gunfight during the robbery. The chaotic shootout marks Hung's first clash with the Red Scarf and sets the chase in motion.

Information from the Hong Kong Information Bureau sends Hung back to Shenzhen to collaborate with Chinese authorities on arresting the Red Scarf. The move signals a shift to cross-border cooperation and intensifies the pursuit.

Hung meets Captain Wong and they decide to pursue the Chun-Lei Red Scarf together. Their partnership forms a fragile alliance shaped by professional friction but united by a common goal.

The two teams converge in a nightclub where a gunfight erupts, causing the Red Scarf to flee and hide across the border in Shenzhen. The pursuit becomes a cross-border chase.

Differences in style cause tension; Hung asks to leave Shenzhen but helps Wong crack codes related to the Red Scarf before departing. The cooperation continues despite strain.

Chi-Hung's girlfriend Hou-Yei travels to Shenzhen to hand over money and fake passports to Chi-Hung, enabling his operations. This move intensifies the cross-border manhunt.

Both Hong Kong and Chinese authorities dispatch police to shadow Hou-Yei at the same time. To prevent their plans from colliding, Captain Wong's team deliberately separates the Hong Kong officers to derail the operation.

Hou-Yei meets Chi-Hung, and in a heartbreaking confrontation, Chi-Hung kills Hou-Yei after she whispers that she still remembers Captain Wong. The personal cost of the chase becomes clear.

Chinese police arrest Chi-Hung, but diplomatic pressure from Hong Kong forces him to be sent back to Hong Kong. The cross-border diplomacy complicates the case as authorities reposition for final capture.

Wong and Hung escort Chi-Hung back to Hong Kong, but Chi-Hung's gang ambushes them in a border crossing, kidnapping Hung and triggering a desperate gunfight across the border.

Bearing the risk of illegal immigration, Captain Wong climbs over the border and engages the criminals in a gunfight. He narrowly survives and continues the pursuit.

Wong saves Hung from imminent danger and finally kills Chi-Hung in a rural village in Hong Kong. The climactic showdown resolves the chase with Chi-Hung's demise.
