The film is a satire that riffs on Nikolai Gogol’s The Government Inspector, transplanting its premise to fascist‑era Italy. When a Roman fascist official supposedly arrives incognito in a tiny provincial town, the local ruling class panics, their corruption laid bare as the visit rattles their fragile authority and exposes a stark lack of integrity.
