In 1973 Italy, ultra‑right‑wing congressman Giuseppe Tritoni (Ugo Tognazzi) rebels against his fascist party and conspires with army officers to stage a coup. Interior minister Li Masi (Lino Pugliesi) learns of the plot and launches a counter‑coup. Desperate, Tritoni kidnaps the President (Claude Dauphin), who dies of shock, allowing the minister to seize control. Defeated, Tritoni surrenders and spends his future hawking his coup‑planning ideas for Africa.
