Will Hay stars as the Director General of the Broadcasting Group, unaware that audiences consider his programming too high‑brow. He appoints Jimmy, the head of the Complaints Department, as Programme Director. Jimmy stages a series of variety shows to please the public, but faces obstacles and discovers the NBG has its own group of aspiring stars.
