Darren Barrenman, a pool cleaner in Los Angeles, is passionate about improving his city and frequently pitches local council for changes. He lives in the old apartment complex The Tahitian Tiki, owned by Jack and Diane, and is motivated by a sense of community service inspired by figures like Erin Brockovich.

Darren's girlfriend, Susan, grows frustrated with his obsession with local causes and the lack of progress in their relationship. She subtly says goodbye and leaves him, leaving Darren devastated and unsure about his personal life amidst his activism.

Darren joins Jack and Diane for a day of filming their documentary aimed at improving LA. This day ends with Darren getting into trouble when Councillor Toronkowski has him thrown in jail overnight for his persistent activism.

June Del Rey, a femme fatale, approaches Darren revealing a corruption plot involving real estate and water, orchestrated by Councillor Toronkowski. She claims Toronkowski is corrupt, accepts bribes, and is connected with a property developer, prompting Darren to consider investigating further.

Initially hesitant to trust June, Darren has a psychiatric session with Diane, which helps to clear his doubts and strategize on confronting Toronkowski and uncovering the corruption.

With Jack's support despite Diane's distrust, Darren tracks down June. They meet in a high-end club where June explains she sought him out because she doesn't know how deep the corruption runs. Darren begins his covert investigation into Toronkowski's activities.

Darren enlists his eclectic group of friends and residents, including Susan and Wayne, to photograph Toronkowski’s misdeeds. During surveillance, Darren uncovers further clues about the corruption, but tensions rise when Wayne reveals his and Susan’s affair, devastating Darren.

Following the revelation about Susan, Darren falls into a depression. June returns to encourage him to continue his investigation. Darren shares his heartbreak, and June comforts him with a kiss before leaving to pursue her own interests.

Darren follows Toronkowski to a location where he performs in drag as Blanche from The Golden Girls. After a backstage encounter and bonding with Toronkowski, he witnesses his murder by a silenced gun, where Toronkowski's attacker frames Darren by tossing him the weapon and fleeing the scene.

Darren confronts June, who admits that she is in a relationship with William Van Patterson, the wealthy almond farmer. She reveals she is actually his illegitimate daughter, explaining her motives and lies, which devastates Darren as he uncovers the truth about her.

Darren rushes to the mansion where Van Patterson is attempting to smother his wife with whom he is having an affair. Darren intervenes, trying to prevent a tragedy, and is soon revealed to be working with FBI agents who arrest Van Patterson and June.

The water supply is restored after Van Patterson's arrest, and Darren is officially cleared of suspicion. He returns to his life as a pool cleaner, feeling content that his efforts helped reveal corruption and improve LA.
