In the final act the investigation spirals into a deadly game of accusation. Takahara, convinced that one of the five suspects—Park Chakyung, Yuriko, Baekho, Cheon Eunho or Murayama—is the elusive Phantom, forces Baekho to reveal the name by threatening his mother’s life. When Baekho finally names Yuriko, Takahara’s gun goes off, eliminating Baekho and confirming that Yuriko is also a Phantom.

Yuriko’s brief moment of freedom is snatched away when she is seized and brutally tortured. Refusing to abandon her, Chakyung returns to the cellar where the interrogation is taking place and attempts a rescue, but the confrontation erupts into chaos: Takahara is shot dead by Murayama, and the remaining suspects fall one by one amid the fighting.

The climax shifts to the cinema where the Shadow Corps had planned to kill the Japanese Governor‑General. Murayama, aware of the plot, prepares to eliminate the undercover operatives—Nanyoung and the projectionist—when Chakyung and a wounded Yuriko burst into the auditorium, guns blazing. Their sudden assault thwarts the assassins, saves Nanyoung and the projectionist, and culminates in Murayama’s death. Though the Governor‑General survives, the Phantom team has at least prevented the immediate coup.

The film closes with Chakyung and Yuriko slipping into a dark alley, guns drawn, and delivering a decisive shot that kills the Governor‑General. Their lethal act signals that the Shadow Corps remains active and that the fight for Korean independence continues, leaving the audience with a stark image of two rebels who, despite a world of deceit, claim a fleeting sense of freedom in the act of rebellion.
