Set in 1933 Gyeongseong during Japanese occupation, a covert operative works unseen among a group of five citizens who are suspected of being members of the secret anti‑Japanese network known as the “Phantom” spies. What Happens at the End of Phantom?

The climax unfolds as Takahara finally pieces together the covert network operating out of the lone Korean‑run cinema. He narrows his list to five suspects—Park Chakyung, Yuriko, Baekho, Cheon Eunho and Murayama—and threatens to torture them all unless the true Phantom is revealed by the next day.
When the suspects are gathered, Takahara forces Baekho to name the Phantom, shooting him after using the promise of his mother’s safety as leverage. In that moment the shocking truth emerges: Yuriko is also a Phantom. She and Chakyung make a desperate bid to flee, but Yuriko is seized and brutally tortured. Refusing to abandon her comrade, Chakyung returns to rescue her, only to find Takahara dead—he has been killed by the treacherous Murayama, who has meanwhile been maneuvering his own double‑game. The confrontation erupts into a chaotic fight that claims the lives of the remaining suspects.

The final showdown takes place in the auditorium where the Shadow Corps had planned to assassinate the Japanese Governor General. Murayama, aware of the plot, has already lined up the theater’s projectionist and a young girl, Nanyoung, as sacrificial pawns. Chakyung and Yuriko storm the hall, guns blazing, and manage to eliminate Murayama and his loyalists, sparing the projectionist and Nanyoung. Although the Governor General survives the immediate attack, the two Phantoms do not leave the theater empty‑handed. In a terse, lingering shot they slip into a dark alley and, without hesitation, execute the Governor General themselves.
Thus the film ends with the Shadow Corps' mission only partially thwarted: the Japanese governor is dead, but the resistance network persists, its agents—Chakyung and Yuriko—still at large, ready to continue their fight for Korean independence.
